It is a demand of present era for adaptation in climate change particularly for coastal belt of Bangladesh and thereby whole world in case of salinity intrusion , mono profession(only fishing, only tree cutting, only honey collecting etc), consider women as a women not as a men, lack of modern cooking system, cow-dung management system etc

Debra Roberts is presenting the climate protection work that eThekwini municipality in Durban has developed over nine years. The municipality developed municipal adaptation plans with a strong focus on ecosystem-based adaptation. The developed plans to offset the footprints of large events, such as COP17 (held in Durban in 2011), through community reforestation projects that used theatre as a communications tool.

Debra Roberts summarised learning points from the Durban project: need to engage groups other than the poor (such as richer land owners who set up flood barriers that could lead to more severe flooding on adjacent properties) and to engage rural and tribal leadership better.

Florencia Almansi, from IIED, America Latina is now speaking about institutional barriers to CBA work in Buenos Aires, Argentina. She's found that climate change planning is still as a responsibility of the environmental offices only, while plans and actions from other offices are often increasing vulnerability.

I am very sorry to have missed this conference in person. A brief message from UNEP. Ecosystem based approaches to Adaptation can build resilience and improve livelihoods at the community level. Consider harnessing natural resilience of ecosystems as an integral component of broader community based adaptation strategies and projects.

In the developing countries, due to their heavy bureaucracy and unstable political situation, addressing local climate change priorities are dropped off. This is further exacerbated by remoteness of the vulnerable areas where government organizations rarely make their visit and prefer to implement. In this context, in my eye, implementation of national adaptation programs need to be driven through bottom up and inclusive planning process through meaningful participation of local communities, especially vulnerable and women. Once we prepare local plans through bottom up planning process, again its implementation becomes challenging due to finance flow from national to local level. Sometimes, poor communication and mistrusting relationship between NGOs and GOs also puts the plan in misery. So, a clear coordination mechanism [among GOs and NGOs] at local level to implement community adaptation priorities and a transparent fund flow from national government to local government should be fast and continual.

So far, mainstreaming is much focused at national level in climate change vulnerable countries. Capacity of local stakeholders and staffs of NGOs/CBOs is a great barrier to translate Climate Science, Climate Change uncertainties, and Climate Change adaptive technologies and knowledge into community friendly communication. Local communities have been experiencing climate change and also coping and adapting with the changes. But for local adaptation planning, reinforcing their perception and responses to climate change is important for developing appropriate adaptation strategies/technologies/options. For this we need to build capacity of local leaders, social mobilizers and local staffs of NGOs and CBOs and GOs through user friendly information, education and communication materials and training and demonstration approaches.

Community Based Adaptation plan should be developed by the local government with the help of of community people and government department expertise. Central government should provide fund to local government as per their risk and vulnerabilities. Accountability of the fund should be maintain through community based body. This can be the way of community based adaptation mainstreaming.
